Situation

As at 0700 UTC on 14 September 2026, Iran's Persian Gulf Strait Authority (PGSA) had expanded its published Non-Compliant Vessels (NCV) list to 77 vessels, adding 20 to the previous 57. PGSA states that listed vessels may face restrictions on future Strait of Hormuz passages, including fines, detention or confiscation, and directs cargo owners shipping to or from the Persian Gulf to review the list before chartering. PGSA gives no criterion for inclusion or appeal mechanism; it states that removal requests are submitted to info@pgsa.ir, and the list should be assumed to change without notice. Standing threat ratings for the Strait and the Persian Gulf are unchanged. These consequences are PGSA's stated policy, not independently established international-law consequences.

What has changed

The list now names 77 vessels with IMO numbers and should be screened by IMO number, not vessel name; 20 vessels were added in this update. PGSA states that vessels conducting STS, transshipment or other cooperation with listed vessels may themselves be added to the NCV list, extending exposure to the recent counterparties of listed tonnage. Several vessels named earlier in the campaign had already been struck in the Strait, including in the UAV attacks of 8 and 13–14 August, which the UAE attributed to Iran; UKMTO and CENTCOM had not confirmed the attacks at the time of reporting.

Operational relevance

Owners, charterers and cargo interests should screen fleets and forward Gulf fixtures against the full 77-vessel list by IMO number, and notify flag state, P&I and war-risk underwriters. Because PGSA states that STS, transshipment or other cooperation with a listed vessel may itself lead to listing, NCV screening should extend beyond the nominated vessel to recent STS and transshipment counterparties where a Strait of Hormuz transit is contemplated. A vessel associated with a listed vessel by ownership, management or charter should assume that association may be sufficient for inclusion.

Trident assessment

The list names vessels already under attack, and its composition — weighted towards UAE state-linked tonnage, including a contiguous 90746xx IMO block, alongside Greek-managed and Indian-linked tonnage, with gas carriers well represented — indicates selection against specific national interests rather than procedural enforcement. There is no compliant route off the list: removal requires contacting the PGSA directly, a body designated by OFAC on 27 May 2026, which OFAC assesses may constitute support to the IRGC. Trident judges further additions to the list likely in the near term, and enforcement or kinetic action against listed or UAE state-linked tonnage in the Strait or its approaches likely. Action against an unlisted vessel through association, STS linkage or misidentification is a realistic possibility; withdrawal or suspension of the mechanism by Iran is unlikely.
